The Knoxville City Council will hold a workshop on Thursday, January 23, 2020 at 5:30pm in the Main Assembly Room of the City-County Building. The workshop will focus on the process of filling an upcoming vacancy on City Council. Items for discussion will include the application process as well as the appointment process. Applications are not presently being accepted. The timeline and requirements for submitting applications will be determined at the workshop.

In general, yes. But Council has some leeway in how they do it. Kinda like impeachment.

Dear all,

Please see the announcement at the end of this message and share with your networks! City Council will hold a workshop on January 23 at 5:30 pm in the Main Assembly Room of the City County Building to discuss the process for filling the First District council vacancy. The date for the City Council vote to appoint the person who will fill this vacancy has not been set - I will send that as soon as it is available.

The city charter outlines a couple of basic requirements for filling a vacancy - it must be filled within 30 days of the seat being vacated, and 6 of the 8 sitting council members must agree through a vote on the appointment. The person vacating the seat (that’s me in this case!) does not get a vote. The selected candidate will begin serving immediately, and will sit in the seat until the next city election - or in this case, for the remainder of the current term which ends in December 2022. There is nothing in the charter that prevents the person selected from running for another term.

All other details of the process (for example, how interested persons will apply, how the council vote will be conducted, candidate statements before the vote, etc) will be discussed at the January 23 workshop.

I will continue to serve the First District until February 16, therefore the Council appointment will take place sometime before the middle of March.

I am excited that several First District residents have already expressed interest in representing our amazing community on council! Once Council has an official list of candidates for the seat, I will send it out.
