Is the City of Knoxville actively trying to suppress voting for today's election?
By listing an incorrect starting time for the polling locations?

There was also a mailer that listed times as 6AM to 6PM. It also threatened to out you if you didn't vote. It was from the "Center for Voter Information," a non-partisan (but apparently Democrat aligned) non-profit which appears to exist solely to provide big salaries to staff and funnel money to a relative's mass mailing business.

Results should be interesting. A new mayor after 8 years. Will the new mayor be able to be as good? IMO, Knoxville has had a good run.

Yup. I think the election results from two years ago scared them and they went after it this time. Just not enough good candidates running against them.
